Bethlehem, November 18, 2022 – State Sen. Lisa Boscola today announced $10,314,738 in Redevelopment Assistance Capital Program (RACP) funding to three redevelopment projects in the Lehigh Valley.

“The RACP program continues to bring critical financial investment to economic and community development projects that are important to our region,” Senator Lisa Boscola stated.  “This continued public/private partnership will allow these projects to move forward and bring tremendous economic benefits for the Lehigh Valley and our Commonwealth.”

The following projects were awarded RACP funding:

  • Luke’s Anderson Campus Expansion in Bethlehem Township ($4,314,738);
  • Marquis Parking Garage 27 S. 3rd Street -Easton II in the City of Easton ($3,500,000);
  • Majestic Hanover Flex Center Business Park at LVIA, in Hanover Township ($2,500,000).

“The Lehigh Valley delegation has once again stepped up to the plate in a bi-partisan fashion to deliver investments in projects that will reach beyond municipal boundaries,” Boscola stated.  “The Lehigh Valley delegation recognizes the importance of working together to further these redevelopment projects, which promote economic growth and improve communities throughout the region.”

The St. Luke’s Anderson Campus Expansion project will allow the hospital to relocate and expand its Emergency Department (ED). Funding will renovate the existing/former ED space for an expanded pre-operative and post-operative area, an additional operating room, and space for the new radiology residency program.

Funding for the Marquis Parking Garage project will allow for the demolition and replacement of the existing outdated parking structure with a dynamic mixed-use development that will include enough captive parking to substantially address the needs of the project and visitors to Easton’s Downtown. The proposed development will include a new 302 space parking garage that will assist with alleviating the City of Easton’s public parking deficit and will spur further private investment into the site. Additional private investment in the site will include 274 new residential dwelling units and 6,192 square feet of commercial retail space.

The Majestic Hanover Flex Center Business Park at LVIA entails public infrastructure improvements on Lehigh Valley International Airport’s unimproved land that will be developed into a flex park. These improvements include surface improvements (road paving & striping, curb & gutter, sidewalk & adjacent landscaping, fire hydrants, streetlights, etc.), subsurface wet and dry utilities (water, sewer and storm pipes, electrical & telecom lines, conduits and vaults, and natural gas lines), and other necessary improvements.

The RACP (Redevelopment Assistance Capital Program) is used for the acquisition and construction of regional economic, cultural, civic, recreational, and historical improvement projects. Qualifying projects have a regional or multi-jurisdictional impact, help create or maintain jobs, and generate economic activity.
