Bethlehem, January 30, 2026 – State Senator Lisa Boscola attended today’s announcement that Eli Lilly and Company will be making a $3.5 billion pharmaceutical manufacturing investment in the Lehigh Valley, the largest in the history of the region, to build a 925,000 square foot facility creating 850 new jobs over the next five years in Upper Macungie Township.

“This is truly a historic day for the Lehigh Valley with Eli Lilly and Company’s announcement of a $3.5 billion investment in our region and our Commonwealth,” Boscola stated.  “This is another example of how the Lehigh Valley is a top location for businesses due to our ability to deliver a quality workforce, a prime location logistically and a great quality of life.  But, make no mistake, this only happened because Governor Josh Shapiro has made economic development a priority through his 10-year strategy, a strategy that has been long needed and I proudly support.”

At the announcement, Governor Shapiro announced that the Commonwealth has committed more than $100 million to the project, including $50 million in tax credits, $25 million through a PA SITES grant for site development and a $25 million Pennsylvania First Grant. 

Additionally, the state has also committed to providing a Redevelopment Assistance Capital Program (RACP) award of up to $5 million to a local community college and/or technical school to help create a workforce development training program that would serve as a talent pipeline for the company in the Lehigh Valley.

“Exactly two years ago, I stood with Governor Shapiro here in the Lehigh Valley when he announced his 10-year economic development strategy,” Boscola added.  “I stated at that event that Pennsylvania needs to be in the economic development business. We needed to leverage our strengths like our plentiful energy and strong workforce and make sure companies looking to relocate know all about them. I am proud to stand with the Governor again today to say the strategy worked!”

Eli Lilly and Company became the first drugmaker to reach $1 trillion in market value and the Lehigh Valley expansion is part of its plan to expand manufacturing in the United States with other facilities planned in Virginia, Alabama and Texas.

“This was a team effort and I would like to congratulate Don Cunningham and his team at Lehigh Valley Economic Development Corporation for their role in the site selection process and coordinating with state and local officials and other partners to ensure the infrastructure needs of this project could be met.”

A Fortune 100 company, Eli Lilly and Company will be constructing the 925 square foot facility over multiple buildings at the Fogelsville Corporate Center near I-78 in Upper Macungie Township.
